Expert Mage is an outstanding passive for all mages who specialize in using Lightning Spells. When you master the passive you can cast Lightning spells at a reduced cost. The bonus is permanent and all you need to get it is to invest a skill point once you reach the specific rank of Storm Calling.
The spell works great with Capacitator passive that increases the speed of magicka regeneration. If you master these two abilities your efficiency on the battlefield will be higher. Just imagine, the cost of the spells is reduced and the speed of magicka regeneration is inceased. It is really good combination.
