Dual Wield Expert is a passive skill from the Dual Wield skill line. This passive skill increase the damage done by the off-hand weapon.
When you hold weapons in both hands your main hand weapon deals 100% damage while off-hand deals less damage. Dual Wield Expert permanently increases the damage of the off-hand weapon, allowing you to use it with better efficiency. It's a great passive because it gives a permanent effect. But some players may underestimate it. By increasing your off-hand damage you drastically increase your overall DPS as this will also increase the damage of your Dual Wield skills which strike with both weapons.
