Deep inside a dungeon called Mehrunes Spite, I found a scamp with a labeled choker. It apparently belongs to a mage in Skywatch. I should find this Gaireth in Skywatch, and try to collect the reward promised by the inscription.

Ozozur: This scamp is not obviously aggressive. Around its neck is a choker bearing an inscriptions
Hero: Read the inscriptions
Ozozur: "My name is Ozozur. If found, please deliver me to Gaireth at the Skywatch Mages Guild. A reward awaits. Just touch my necklace to contain me."
Hero: Touch the necklace.

Gaireth: Hello there! Are you enjoying the festival?
Hero: I found this necklace. Does it belong to you?
Gaireth: Little Ozo! You found him! Thank you so much! I don't know how he manages to get so lost. Here's the reward, as promised!
