Seize the Moment A Khajiit named Ildani was apparently caught trying to smuggle her wares into Sentinel. Shes asked me to help her recover the confiscated goods. Ildani said her goods are being held in the customs house on the hill above the docks.
Find the Confiscated Goods
Ildani: The dead have returned to the sea, yes? Ildani's moment is slipping away quickly, moment for a good opportunity. Are you interested in a good opportunity?
Hero: What kind of opportunity?
Ildani: The kind that would help fatten lldani's purse, yours too. This one sailed into Sentinel docks before the dead. Guards don't stop the dead, but they stopped lldani. Locked this one in chains!
Hero: Why did they lock you up?
Ildani: Where there are wants, lldani provides, but the Sentinel guards don't approve. They seized this one's wares! lldani is free now, but needs her wares back. With all the chaos on the docks, now is the best moment to strike. You will help, yes?

Hero: [Persuade] If I'm going to help, I need to know the specifics.
lldani: No problem. You've heard of skooma, yes? Makes people happy, and harmless as long as it's made properly .... The Baandari sell only the best skooma. Probably, that's why the guards have taken it—for themselves.
Hero: How did you escape from the guards?
Ildani: Haha! Ildani knows well how to slip out of metal bracelets. Among the Baandari, the Ja'khajiits learn this before they learn to lace their boots!
Hero: Who are the Baandari?

Hero: I talked to lldani. She's right up the hill.
Sergeant Azad: You met her? She asked you to come and steal back her goods, didn't she? Perfect. This time we can catch her and her buyers. If you'll help, according to statute twenty-two, I can offer you a reward.
Hero: Sure. What do you need me to do?
Sergeant Azad: Fantastic. You'll be acting as a deputized, non-uniformed city guard—as permitted by regulation eleven. You'll take lldani's goods and offer to deliver them to her buyers. We'll be watching, and once we have all the buyers, we'll close in.
Hero: Sounds like a good plan. I'll do it.
lldani: Did you find lldani's wares? This one was worried that the guards might lock you up also.
Hero: I retrieved the goods you wanted.
Ildani: Ah! You do spotless work, walker. Now the goods must be delivered though. Ildani worries that the guards might be looking for her, but risks can sometimes be fun, yes?
Hero: I could deliver the goods for you.
Ildani: Ah, you are so kind! You think lldani is sleek, yes? Sorry. No sweetmeat for you, but lldani will reward if you deliver wares to buyers: a servant at the inn, an apprentice at the smithy, and an alchemist at the market.
Hero: How will I know I'm speaking to the right person?
lldani: We use a code. Just say, "Alik'r is so hot. I'd rather be elsewhere." After you've delivered the goods, meet me on the bridge in the center of the city.
Hero: I'll deliver the goods and meet you there.

Caspar: Excellent. I was starting to wonder if lldani finally got her tail caught in a trap. Things would be ... complicated between us if the guards caught up with her.

Sergeant Azad: Nice work, deputy! We have everything we need to satisfy statute three. That means lldani is in deep desert without any water.
Hero: What about the buyers?
Sergeant Azad: We'll round them up later. They're locals so we don't want to make too much of a scene. I can't thank you enough for cooperating with us on this case. It'll be some time before the Baandari try to break back into this market.
