Hotbar is a special panel with 6 slots that is used as a source for command shortcuts. It is your combat control panel. If you are in fight you can use only those abilities that are available through hotbar. You can place five spells and one ultimate ability there. As you know every class has many different spells but you can place only six at your hotbar according to your strategy or future expectations. So there can be a lot of different combinations of abilities. Everyone can create his own build that consists of favorite spells only.

Hotbar has 6 available slots: 5 for ordinary spells and one for so-called Ultimate. Ultimate spell is a super powerful action that must be charged by performing in battles and earning Finesse. So you should use your Ultimates carefully because it takes time to recharge it.

The other five spells on your hotbar are not restricted by cooldown or global cooldown but require different amount of stamina. That means there is no “best rotation” in the game. The era of “your rotation vs. my rotation” is over. ESO has tactical combat where each player has to think and plan his actions. Careful management of Stamina and Magicka is a key to success.

    This is Elder Scrolls isn't it why not call the ultimate a SHOUT unless there is some other way of unlocking shouts as well that would be cool too If not you guys have got to patch SHOUTS in somehow it would make for a good quest line maybe have a «Blades» Guild ?????

      a blades guild would be fine, but using a «SHOUT» only dragon born can use a powerful one to make dmg, and only one dragon born every lifetime so having a million dragon borns running around will be weird

        The only TES game that had shouts was Skyrim. So basically, they aren't calling them shouts because this isn't Skyrim.
