Balance reduces the cost of Two Handed abilities. It is a simple passive with a great effect. All you need to get this bonus is to spend 1 skill point. It is a very good investment if you use the skills of this line very often. Considering how important resource management is in ESO this passive could allow you to dodge more often and increase your survivability in PvP. Secondly, in PvE it's equivalent to having a bigger stamina pool meaning you can use your skills more often and put up more damage. Keep in mind that this passive will not give you any advantages if you use two handed weapon but don’t use the skills from this line.
