Bounty Hunter allows your character to take bounty quests in Fighters Guild of Cyrodiil. It is unknown how this passive works. We can only speculate about this but it seems that you will be able to take quests like: kill 5 players from other faction and receive bounty. This will stimulate players to fight in PvP. It is a rather beneficial spell that will help you to get more gold while you are playing in Cyrodiil.
This spell does not belong to "must have" abilities. It is possible to play without it and it does not affect your strength. But it can give you extra income.
